Transfer procedure

Please note: Documents must be submitted to the Attestation Commission ONLINE ONLY.

Commission Contact Hours: Monday – Friday, 10:00 to 16:00 (local time).

  1. Acceptance of Documents for Transfer: January 16 – January 26, 2026.
  2. Competitive Transfer Examination: January 28 – January 29, 2026

In the event that the number of transfer applications exceeds the number of places available, a competitive examination will be conducted among the applicants.

  1. Review of Applicants' Personnel Files by the Attestation Commission: January 30 – February 3, 2026.
  2. Issuance of Transfer Approval Letters: Starting February 4, 2026.
  3. Finalizing Enrollment: Starting February 5, 2026.

This phase includes the acceptance of required enrollment documents for students approved for admission by the Attestation Commission, the conclusion of study contracts, payment of tuition fees, and the preparation of admission orders.

Required Documents for Foreign Citizens Transferring to Pirogov Russian National Research Medical University

To submit a set of documents required for transfer, it is necessary to provide color scan copies of the originals of all documents listed below, submitted in PDF format:

  1. Application for Transfer. The application is generated automatically. Must be printed and signed.
  2. Passport / Other Identity Document (all non-blank pages)
  3. Academic Transcript (Certificate of the Period of Study). This document must have the official seal of the educational institution and include the following specific details:
    • The degree level the student initially enrolled in at the current educational organization (Bachelor’s/ Specialist/ Master’s/ Residency etc.)
    • The year the student enrolled in the educational institution
    • The mode of study (e.g., full-time, part-time)
    • The name of the educational program the student is currently pursuing
    • The list and volume (in credit units/hours) of completed disciplines, clinical practices, completed course papers, research projects, etc
    • Grades obtained during interim assessmen
    - for credits: the student is assigned a status of either Pass or Fail
    - for an exams or course paper defense: a differentiated (graded) result is awarded: "Excellent," "Good," or "Satisfactory"
    If the grading system used by your current educational institution differs from the standard Russian system, you must additionally provide an official document that confirms the equivalence of the adopted system to the standard system, certified by the seal of the educational institution.
  4. Extract from the Admission Order confirming enrollment to the first year
  5. Certificate (Information Letter) from the Educational Institution stating the following:
    • The mode of study (full-time, part-time)
    • The basis of study (state-funded / employer-sponsored / fee-paying)
    • Confirmation of the student's academic standing (i.e., whether the student has any academic debts following the period of study)
    • The student's current status (currently enrolled / not enrolled / on academic leave)
    • Confirmation of receiving a scholarship from the Government of the Russian Federation (for foreign citizens)
  6. Extract from the Order on Transfer from fee-paying basis to state-funded basis (if the transfer from tuition-fee basis to state-funded basis took place)
  7. Migration card (both sides of the document).
  8. Temporary registration (both sides of the document).
  9. Voluntary medical insurance and medical certificates (medical check-up, results of fluorography, tests for HIV, Hepatitis C, and B).
  10. Document confirming completion of the fingerprinting procedure, i.e., green card
  11. Document of previous education (Certificate of secondary education, Bachelor's/Master's diploma, Secondary vocational education diploma, Higher education diploma with academic transcript)
  12. Certificate of Recognition of the Education Document (if required).
  13. Copy of the educational institution's current license to carry out educational activities, including annexes, certified by the educational institution
  14. Copy of the educational institution's current State Accreditation Certificate with annexes, certified by the educational institution
  15. Documents confirming the student's priority right to transfer to the University (if applicable).
  16. Documents confirming the student's individual educational achievements (if applicable)
  17. Documents confirming the motivation for transfer (if applicable)
  18. Employer-Sponsored Study Contract (if applicable)
  19. Consent of the Sponsoring Employer to the Transfer (if applicable)
